Start by slicing the flank steak into thin strips against the grain. Pat the beef dry with paper towels and season with a pinch of salt and pepper.
In a large skillet or wok, heat the vegetable oil over medium-high heat. Once hot, add the sliced flank steak in a single layer and sear for about 2-3 minutes until browned, flipping halfway through. Remove the beef from the skillet and set aside.
In the same skillet, add the chopped white parts of the green onions, minced garlic, and grated ginger. Stir-fry for about 30 seconds until fragrant.
In a mixing bowl, combine the soy sauce, brown sugar, cornstarch, water, and red pepper flakes, then whisk until smooth.
Pour the sauce into the skillet with the garlic and ginger. Bring to a simmer and cook for about 1-2 minutes, or until the sauce starts to thicken.
Return the cooked beef to the skillet and toss to coat in the sauce. Stir in the chopped green parts of the green onions and cook for an additional 1-2 minutes.
Serve the Mongolian Beef over cooked rice or noodles, garnished with any remaining green onions from the dish.
Adjust the sweetness of the sauce by adding more or less brown sugar according to your taste preference.
For an extra kick, increase the amount of red pepper flakes or serve with hot sauce on the side.
