Preheat oven to 350°F even if cake is steamed first in pressure cooker.
Prepare an ungreased 10-inch tube pan for better rising.
Sift cake flour and ⅔ cup sugar together in a bowl as dry mixture.
Whip egg whites until foamy, then add salt and cream of tartar; beat to soft peaks.
Gradually add remaining sugar while beating to stiff glossy peaks, then add vanilla.
Gently fold in flour mix in three batches using a spatula.
Pour batter into pan, tap to remove air bubbles, bake 30-35 minutes until golden.
Invert pan to cool about 1 hour to maintain height and texture.
Whip cream with powdered sugar and vanilla until thick, then gently fold in raspberries.
Serve cake slices topped with fresh raspberry cream.
Notes
Cool the cake upside down to avoid collapsing. For fluffiest texture, fold batter gently with care.
