Preheat oven to 350°F (175°C) and grease a 9x13-inch baking pan.
In a bowl, whisk together flour, baking powder, baking soda, salt, cinnamon, and nutmeg.
In another bowl, cream together butter and sugar until light and fluffy.
Add eggs one at a time, then stir in vanilla and sour cream.
Gradually add dry ingredients to wet ingredients, mixing just until combined.
Fold in diced apples and pour batter into prepared pan.
For crumb topping, combine brown sugar, flour, cinnamon, and melted butter until crumbly. Sprinkle evenly over batter.
Bake for 50 minutes or until a toothpick inserted comes out clean. Cool before drizzling with optional glaze made from powdered sugar and milk.
