Grease and flour an 8-inch round cake pan.
In a medium bowl, mix flour, cocoa powder, baking powder, baking soda, and salt.
In a large bowl, beat butter and sugar until light and fluffy.
Add eggs one at a time, beating well after each.
Stir in sour cream, espresso, Baileys, and vanilla until smooth.
Slowly mix in dry ingredients just until combined.
Fold in mini chocolate chips.
Pour batter into prepared pan, smooth the top.
Place pan on trivet in pressure cooker with water underneath and cook on high pressure for 30 minutes. Allow natural release before opening.
Let cake cool in pan for 10 minutes, then remove and fully cool on wire rack.
