Mix instant coffee and water in a bowl until dissolved. Let cool to room temperature.
In a large bowl, beat chilled heavy cream with sugar until stiff peaks form.
In another bowl, whisk mascarpone cheese with cookie butter, vanilla, cinnamon, and salt until smooth.
Gently fold whipped cream into mascarpone mixture to keep the texture fluffy.
Dip Biscoff cookies quickly into coffee mix and layer in a 9x13 dish.
Spread half mascarpone mix over cookie layer evenly.
Repeat with a second layer of dipped cookies and remaining mascarpone cream.
Dust top with cocoa and optional cinnamon. Cover with plastic wrap.
Refrigerate at least 4 hours or overnight before serving.
Notes
Tastes best chilled overnight to let flavors meld. For a twist, try adding coffee liqueur to the soak.
