Brown the ground beef in a pan and set aside.
Combine uncooked rice, water, sliced carrots, and soup in the pressure cooker and stir.
Add cooked ground beef and fold in evenly.
Transfer to greased baking dish or use pressure cooker insert. Spread mixture evenly.
Top with cheese slices.
Cover tightly with lid or foil.
Cook on high pressure for 10 minutes then quick release pressure.
Let sit for a few minutes before serving.
