Preheat oven to 400°F (200°C) and grease the muffin pan with cooking spray or butter.
In a large bowl, mix mashed potatoes, cheddar cheese, egg, chives, flour, garlic powder, salt, and pepper until combined.
Use a scoop to fill muffin cups with the mixture. Press down slightly to pack.
Sprinkle Parmesan cheese on top of each puff.
Bake for 25–30 minutes until golden brown and crispy.
Let cool in pan for 5 minutes before removing. Serve warm.
Notes
Try adding paprika or cayenne for extra kick. Store leftovers in fridge or freezer and reheat for crispy texture.
