Soften the cream cheese at room temperature while preparing other ingredients.
In a medium bowl, beat together cream cheese, powdered sugar, and vanilla extract until smooth.
Spread the mixture evenly into a shallow serving dish and layer caramel dip on top without mixing.
Sprinkle toffee bits, chopped peanuts, and walnuts on top of the caramel layer.
Place the dish on a rack inside a pressure cooker above broth level. Cook on low pressure for 10 minutes, then quick release steam.

Store covered in refrigerator for up to 4 days. Separate apples before storing to maintain crispness. Reheat in microwave or pressure cooker steam setting as needed.
