Season drumsticks with salt, pepper, smoked and sweet paprika.
Heat olive oil in skillet over medium-high heat. Sear drumsticks 8 minutes total until golden brown, then remove.
Add chopped onions to skillet, sauté 3–4 mins until soft, then add garlic and cook 1 minute more.
Add chicken broth and scrape browned bits; add cream and bring to simmer.
Return drumsticks to skillet, lower heat, cover and simmer 20 minutes.
Add cornstarch slurry, stir until sauce thickens (about a couple minutes).
Meanwhile, rinse rice until clear, boil with water and salt, cover and simmer on low for 15 minutes.
Serve chicken over rice and garnish with parsley if desired.
Notes
You can use chicken thighs instead of drumsticks, or swap heavy cream with coconut milk for a dairy-free version.
