Cook and crumble ground beef until no longer pink. Drain excess grease.
Add cooked ground beef to a slow cooker. Add in sliced green bell pepper and onion.
In a bowl, whisk together garlic, beef broth, Worcestershire sauce, salt, and pepper.
Pour broth mixture over beef and vegetables in the crock pot.
Cover and cook on low for 3 hours.
Add tortellini and stir to coat. Cover and continue cooking on low for 30-60 minutes until pasta is warmed through.
