Preheat your oven to 350°F (175°C). Line a 9x9-inch baking pan with parchment paper or grease it lightly for easy removal.
In a mixing bowl, combine the granulated sugar, brown sugar, and melted butter. Mix until well combined.
Add the eggs one at a time, stirring well after each addition. Then mix in the vanilla extract.
In a separate bowl, whisk together the cocoa powder, all-purpose flour, salt, and baking powder.
Gradually add the dry ingredients to the wet mixture, stirring until just combined. Do not overmix; it’s okay if there are a few lumps.
Fold in the chocolate chips gently.
Pour the brownie batter into the prepared baking pan, spreading it evenly. Sprinkle the colorful Easter candies on top of the batter.
Bake in the preheated oven for 25 minutes, or until a toothpick inserted into the center comes out with a few moist crumbs.
Remove the brownies from the oven and allow them to cool in the pan for about 10 minutes before transferring them to a cooling rack to cool completely.
Once fully cooled, cut the brownies into squares and serve.
