Set pressure cooker to sauté mode and brown the ground beef until no pink remains, breaking it up as it cooks.
Drain any excess grease from the cooked beef.
Add beans, Ro-Tel tomatoes, uncooked rice, chili powder, and water. Stir to combine and scrape bottom to prevent sticking.
Lock the lid, set valve, and cook under pressure for 8 minutes. Let pressure release naturally for 10 minutes, then quick release.
Sprinkle cheddar cheese on top, close lid for a few minutes until melted. Serve hot.
Notes
Delicious served with corn or tortilla chips. Adjust chili powder to taste.
