Mix starter: combine ⅓ cup warm milk, dry yeast, 2 tablespoon bread flour, and sugar. Let sit 10 minutes until bubbly.
In a bowl, combine starter with 1 cup warm milk and mix.
Add 4.5 cups bread flour and salt. Stir until shaggy dough forms.
Add beaten egg and melted butter. Knead for 10 minutes until smooth and elastic.
Place in oiled bowl, cover with damp cloth, and let rise in warm place for 60 minutes.
Punch down dough. Divide into 8-16 rolls. Shape and place on lined baking sheet.
Cover rolls, let rise again for 30 minutes until puffy.
Bake at 375°F for 20-25 minutes until golden brown.
Let cool slightly before serving.
