In a large bowl, beat the cream cheese, sour cream, garlic powder, onion powder, and black pepper until smooth.
Stir in 1 ½ cups of cheddar, half the chopped bacon, half of the minced jalapenos, and half the green onions.
Shape mixture into a ball using your hands and wrap tightly in plastic wrap.
Chill in the refrigerator for at least 30 minutes to firm up.
Before serving, roll the cheese ball in the reserved cheddar, bacon, jalapenos, and green onions mix.
Serve immediately with crackers or vegetables.
