Preheat your oven to 375°F (190°C).
In a large skillet, cook the ground beef over medium heat, breaking it up with a spoon as it cooks.
Once the beef is browned, add the diced onion and cook for 3-4 minutes until softened.
Stir in the minced garlic, chili powder, cumin, paprika, salt, and pepper. Cook for an additional minute until fragrant.
Remove the skillet from heat and set it aside.
On a clean surface, lay out the low-carb tortillas. Spoon a portion of the beef mixture onto each tortilla and roll them tightly.
Place the rolled tortillas seam-side down in a baking dish.
Pour the enchilada sauce evenly over the rolled tortillas, making sure they are well coated.
Sprinkle the shredded cheese over the top.
Cover the baking dish with aluminum foil and bake for 20 minutes.
Remove the foil and bake for an additional 5 minutes, or until the cheese is melted and bubbly.
Let it cool for a few minutes, then garnish with fresh cilantro if desired. Serve hot.
