In a mixing bowl, combine soy sauce, sesame oil, brown sugar, minced garlic, minced ginger, rice vinegar, and salt and pepper. Add the chicken thighs and coat them well. Let it marinate for at least 15 minutes.
In a small bowl, whisk together Gochujang, sour cream, mayonnaise, lime juice, honey (if using), and salt until smooth. Set aside.
Heat a skillet over medium-high heat. Remove the chicken from the marinade and cook for about 6-7 minutes on each side or until fully cooked and well browned. Use a meat thermometer to ensure an internal temperature of 165°F (75°C). Let it rest for a few minutes before slicing.
In a serving bowl, layer cooked jasmine rice, sliced chicken, shredded carrots, cucumber, and chopped green onions.
Drizzle the Gochujang cream sauce on top of each bowl. Garnish with sesame seeds.
