Preheat oven to 350°F (175°C).
Heat coconut oil in a skillet. Sauté bell peppers and onions for 5 to 7 minutes until softened.
Add browned ground chuck to skillet. Season with garlic powder, salt, and pepper. Stir until combined.
Add softened cream cheese to mixture. Stir until melted throughout.
Transfer mixture to a greased 9x13 inch baking dish.
Layer provolone cheese slices evenly over top.
Bake for 20 to 25 minutes until cheese is bubbly and golden brown.
Let rest for 5 minutes before serving.
