Preheat your oven to 350°F so you’re ready to go once the pressure cooker is done.
Line your 9x13-inch baking dish with parchment paper or grease it lightly.
In a big bowl, combine red velvet cake mix, vegetable oil, and an egg if needed. Mix until the dough forms.
Press two-thirds of this dough evenly into the bottom of your prepared pan to form the base.
In a microwave-safe bowl, melt butter and chocolate chips in 30-second bursts, stirring well between each.
Stir in sweetened condensed milk into the melted mix until smooth and combined. Pour it over the dough base evenly.
Crumble the remaining dough over the chocolate layer and pop it in the oven for 25 to 30 minutes. Keep an eye out so the edges are set but the center stays a bit soft.
Cool completely before slicing into bars.
