In a large mixing bowl, combine the chicken pieces with cornstarch, ensuring each piece is well coated. Set aside.
In a non-stick skillet or wok, heat the vegetable oil over medium-high heat. Once hot, add the coated chicken pieces and cook for about 6-8 minutes, stirring frequently until golden brown and cooked through. Remove the chicken from the skillet and set aside.
In the same skillet, add minced garlic and sauté for about 30 seconds until fragrant.
In a separate bowl, whisk together soy sauce, honey, rice vinegar, and sesame oil. Pour the sauce into the skillet with the garlic and bring to a simmer.
Add the cooked chicken back into the skillet and toss to coat evenly in the sauce. Cook for an additional 2-3 minutes until the sauce thickens slightly.
Sprinkle the sesame seeds over the chicken and stir to combine.
Serve hot, garnished with chopped green onions, over rice or noodles.
