Bring a large pot of salted water to a boil. Add macaroni and cook until al dente. Drain and set aside.
In the same pot, melt butter over medium heat. Stir in flour, cook for 1-2 minutes while stirring constantly.
Add milk and heavy cream slowly while whisking constantly. Bring to a boil, then reduce to a simmer.
Add mustard powder, onion powder, salt, pepper, and hot sauce. Reduce heat to low.
Gradually add shredded cheddar while stirring continuously until melted and smooth.
Return cooked macaroni to the sauce. Stir gently to combine and coat evenly.
Adjust seasoning if needed. Serve warm.
Notes
Store leftovers in an airtight container and refrigerate up to 3 days. Reheat gently with a splash of milk or cream to revive the sauce.
